As you all know well, when 'Umar was Khalifah, he appointed different companions of the prophet as governors in different roles. This was done with Ali, Mu'awiyah and Uthman as well. Abu Hurairah was also offered a position and Ubayy ibn Ka'b wondered why not him. He felt something about this...feehi nadhar as Arab shuyookh say...and Umar replied: "I dont want to corrupt your religion." Umar felt Ubayy was too holy to get involved in these things. He was the qaari of madinah at the time. Dirty politics and Quraan dont mix. God knows best.
