Does anyone know if the Grand Mosque in Brussels is open all throughout the day or just for congregation at prayer times?

I'm in Brussels today and need somewhere to do dhuhr but won't catch the congregation in time†. There are lots of mosques around but it would be nice to pray in the grand mosque as I'm only here for a couple more hours.
